I don't know what context you will be using this in, but hopefully this will help:

Ideally, you want to set time in context to something else, e.g. the time at which you would clip a video (and you could change position using the seek bar). e.g. Dragging the hands of a clock to set your alarm.

If you aren't deigning something in context, I would look at either, a) an input field with a mask, b) an input field with auto suggest.

I am not sure if in your example you are specifically wanting the 'hours' and 'minutes' written out? I would definitely suggest using a HH:MM format rather.
